As has been sudgested, heat can be the answer but it must be done in moderation, a blow torch can sometimes be a bit too hot. I have used the following method many times. Pour boiling water from a kettle onto the alloy forks, Use three or four full kettles and after that the alloy will be too hot to touch for several minutes, this is the time to undo the bolt.
